The current action includes provisions that would mandate the release of all M1911 pistols currently on the U.S. Army's Civilian Marksmanship Program (CMP) inventory for distribution to civilians. eligible Americans through the Secretary of the Army: about 100,000 M1911/M1911A1 weapons, for which the Army (ie. taxpayers) currently spends $200,000 per year.

The new bill would expedite the public release of the largest remaining stockpile of World War II-era weapons in government hands. (A 1911 CMP sale is, of course, treated as any other retail sale under federal firearms laws, including inspections and warrants.)
The 2016 NDAA authorized the issuance of 10,000 M1911 pistols through a pilot program, but its provisions did not mandate their transfer to the CMP, and the Obama administration reportedly prevented their release. Provisions of the 2018 NDAA would end the pilot program and instead direct the release of surplus M1911 pistols to the CMP.
Surplus firearms are released to the Civilian Firearms Program (CMP) for distribution to eligible US citizens.

Since the text of section 1064 of the 2016 NDAA reads "the Secretary may transfer" and the new wording reads "the Secretary may transfer", until now what has prevented interpretation has been a matter of words. According to Rogers' statement, "This policy has been included in the NDAA since 2015, but the Obama administration prevented the military from transferring 1911s for political reasons. I hope that with with the help of the Trump administration, we will be able to implement this measure."
The next hurdle, the amended bill, must pass the Senate, but there should be no opposition.
