The 2016 NDAA authorized the issuance of 10,000 M1911 pistols through a pilot program, but its provisions did not mandate their transfer to the CMP, and the Obama administration reportedly prevented their release. Provisions of the 2018 NDAA would end the pilot program and instead direct the release of surplus M1911 pistols to the CMP.

Surplus firearms are released to the Civilian Firearms Program (CMP) for distribution to eligible US citizens.
