While domestic students in command and staff colleges provide a well of intellectual acumen, foreign students represent an uncharted sea.

In short, these officers who have graduated from foreign military education programs consist of a pool of highly qualified individuals who have been selected through competition for direct induction into higher education institutions as graduate students, faculty members, or both. In addition, officers often have to forgo both their professional military training and any direct ties to higher education institutions to serve in other complex positions that require significant investment in training and preparation, such as cyber or cyber operations attachés.
