The Texas Department of Public Safety (DPS) continues to encourage consumers with an expired DL or ID to make an appointment or renew online today.

As noted by DPS, the waiver of expiration, granted by Governor Greg Abbott in March 2020 due to the CCIDID-19 pandemic, applied to expired DLs, commercial DLs, commercial student permits, ID cards and voter identification certificates on or after March 13. 2020.
According to the DPS, this organization cannot determine what action would be taken by the law enforcement officer or the court if a person is stopped driving with an expired license, as they all have discretion in these matters.
According to the DPS website, many Texans are eligible to skip the need to go to a DPS office to renew their DL or ID or change address by simply going online. As of April 1, 2021, DPS reports approximately 880,000 expired driver's licenses in their system. Of these, approximately 130,700 are eligible to renew online.
Customers can also renew by phone at 1-866-DL-RENEW (1-866-357-3639). Online and phone renewal requirements and costs are the same as in-person transactions. (When you schedule your appointment, you will be notified if you are eligible to renew online.)

To help their customers who need DL services in the office, selected offices with high volumes continue with extended business hours from 7 am. to 7 p.m., Monday through Thursday, and 7 a.m. to 5:30 p.m. on Friday.
If you cannot get an appointment at the office of your choice, DPS asks you to double check availability at that office or other nearby locations. Note, availability is subject to change.
If you cannot make your scheduled appointment, DPS asks that you reschedule or cancel in advance.
As the DPS works to serve as many clients as possible, people who do not show up for appointments are said to remain a major obstacle.

For example, in March 2021, about 28 percent of people (or more than 198,000 customers) did not show up for their appointments.
The appointment system, which started in May 2020, allows customers to book appointments for a specific day and time, up to six months in advance, and show up 30 minutes or less before the scheduled time. Customers can also check out using a kiosk in the office or from their mobile device.
All DPS offices offer a minimum number of same-day appointments. These appointments are available on a first-come, first-served basis. Customers who make this appointment can leave the DL office at their appointed time.
In addition, many offices may be able to serve other customers without being assigned a place on the "standby" list. These customers are asked to wait in the office and get help if they are canceled or no show. The number of available bookings is limited to ensure that customers placed on the list are served at the end of the day.
